  There is a rack as shown for the pans to sit on. Instructions are on the cans.

  Place the large pan in the rack, and set the gel cans in the holders beneath. Fill the large pan with about an inch or so of water, then place the 2 smaller pans side by side inside the large pan (across the length of the large pan as shown in the picture.)
