Kelly Osbourne planning Miley Cyrus' birthday bash

It's hard to believe, but Hannah Montana star Miley Cyrus will be turning 19 today and one of her best friends will be planning her birthday celebration. According to MonstersandCritics.com, Osbourne knows the rigors of a reality show and performing schedule and is looking to give Cyrus the time of her life.
"Although I see her on the same level mentally as me, I also realize that Miley's 19 and she deserves to still have fun," Osbourne told E! Online. "I think a lot of the time people forget that she deserves to have fun too. So that was my mission for her, to make her birthday...the best day ever."
