Would this be appropriate material to make a dress out of and insert flowers into it? Is the wrong side rough and need some kind of lining?

  The floral sheeting is smooth and made of plastic, but if you are making a costume of some sort I would strongly suggest using a lining. Although this is not a see-thru material shorts or tights would be recommended.
